Kennewick has a problem with it's waste treatment plant, and the solution might make the area around much more smelly. There was a problem with one of the Kennewick waste lagoons and they had to declare an emergency to quickly solve the problem according to news reports. Long story short is that the solution involves filtering out waste and letting it dry in the open air for 3 or 4 months. During that time, the smell around the lagoons could increase greatly but they are not sure.

Seems to me their assessment is accurate but I am no waste expert. Tons of poop drying in the sun for month should make quite a smell, so you might want to invest in nose plugs if you live near there.
