Washington Man Impersonates Cop to Rape, Kidnap Prostitute

A 46 year old Vancouver man was accused as impersonating a police officer in order to kidnap and rape at least one women on camera.  Shannon "Shawn" Stover faces charges of rape, kidnapping and two counts of unlawful possession of a firearm.

The victim was a part of the "Escort Services" and arranged a meet up with a man, but to her dismay was met with blue and red flashing lights. The man told her she was under arrest for prostitution. The man never took her ID or put handcuffs on her, she was tased and was told to get into the car.

Police and neighbors said Stover ran a tattoo and piercing business out of his house.
