Position Purpose This position will lead the programmatic activities of the Central Washington Public Utilities Unified Insurance Program Trust (CWPU UIP), to include coordination and the implementation of the health and wellness programs. The position will report directly to the UIP chair and work closely with trustees. The position will ensure compliant implementation and management of benefit plans, programs and procedures and will monitor changes in benefits laws or other benefit requirements in conjunction with brokers, carriers or other resources, and works closely with trustees to initiate changes.
Accountabilities and Essential Functions
Essential Functions: •Act as a subject matter resource responsible for assisting trustees in controlling benefits costs while maintaining a competitive employee benefits program for the UIP. Research changes in the benefits market and organization demographics and present resolutions and recommendations for changes that support these objectives. Recommend and work with trustees to implement plan design changes. •Facilitate Trust activities by working with broker, carriers, and third party administrators (TPAs), legal resources and trustees for UIP-wide issues and key projects. •Lead request for proposal (RFP) processes and coordinate with member utilities to negotiate and contract with benefit plan providers, vendors, auditors, and consultants for services, premiums, and plan administration. Facilitate key committees and projects of the UIP Trust including open enrollments, administrators group, Employee Insurance Advisory Committee (EIAC), special committees as assigned. •Provide subject matter expertise to trustees and UIP chair/vice chair during interface with IBEW for Trust related matters. •Conduct and participate in periodic and ad-hoc benefit surveys. Compile benefit-related statistics and census data, and summarize survey information to support benefits recommendations and information needs. Prepare and provide detailed benefit-related reports as requested. •Work closely with UIP trustees to facilitate the flow of information and ensure Trustees are informed of issues, tasks and project status, group discussions and meeting objectives. Lead planning efforts for open enrollment, benefits fairs, quarterly meetings, and other member activities as needed. •Coordinate wellness program activities and work closely with the member utilities in order to identify resources and educational materials, coordinate wellness events. Perform needs assessments and surveys as needed. •Serve as UIP secretary responsible for maintaining meeting and other records; including but not limited to agendas, minutes, plan documents, contracts, and other retainable documents in a manner that ensures compliance with all applicable state and federal record retention laws for a public agency. •Serve as UIP HIPAA privacy officer; provide a template for each member utility to implement privacy policies and procedures in their own utility and act as a general resource for HIPAA security matters. •Serve as primary contact for plan vendors and TPAs. Coordinate transfer of data to external contacts for services, premiums and plan administration. Investigate/research discrepancies and provide information in non-routine situations. •Document and maintain administrative procedures for assigned benefit processes by the Trust. •Evaluate and revise internal processes to reduce costs and increase efficiency. •Ongoing education and maintenance of industry knowledge.
Minimum Education and Experience Requirements
Education: Bachelor’s degree in Human Resources, Human Relations, or related field, or the equivalent combination of education, experience and training that provides the required knowledge, skills and abilities is required. Must possess a well-rounded knowledge of all HR processes and be experienced in many HR disciplines.
Experience: Typically requires five (5) years’ progressively responsible experience with a benefits consulting organization or in the management and administration of employee qualified and non-qualified benefits programs. Preferred experience working with self-funded plans.
Other Knowledge, Skills and Abilities
Knowledge: • Knowledge of employee health and welfare benefits and associated processes and procedures. •Knowledge of WACs and RCWs applicable to maintaining a self-insured Trust. •Knowledge of plan designs (such as different plan options CDHP vs. PPO, as well as the interrelation of deductibles, out of pocket limitations, co-pays, etc.). •Knowledge of all pertinent public sector federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, including COBRA, FMLA, ADA, SECTION 125 Plans, and Social Security requirements. •General understanding of bargaining and documenting benefits within Collective Bargaining Agreements

ROSS – Retail Associate
GENERAL PURPOSE: The Retail Associate is responsible for ensuring our customers have a positive shopping experience.
