The vehicle was a rental with New Mexico license plates. You have to wonder why the vehicle was stopped right in the middle of the road.

However, upon investigation, it was determined that the suspect, Victor Rincon, of California arrested on suspicion of a DUI of narcotics. This may answer that question as to why he was stopped in the middle of the roadway. People do strange things when under the influence.

Washington State Patrol assisted Adams County Deputies in detaining Rincon. As Deputies seized the vehicle, an application for a search warrant was made to locate evidence of narcotics.
