If the sight or smell of backyard marijuana plants bothers neighbors, homeowners may have to move them inside or face fines, Kennewick City Council said this week.

City officials said it'd be no different than when neighbors complain about piles of leaves, junk or debris.

Critics of the move ask if neighbors of businesses could complain about unpleasant smells, or if homeowners with smelly landscaping like Juniper plants would be treated the same.
