A new bill just passed by Washington State changes the distracted driving laws and makes stiffer penalties for multiple offenses. The measure now bans the holding of any device while driving including phones, tablets, and other electronic devices according to news reports. It also doubles the current fine of $136 for second offences within a five year period.

The bill does allow for drivers to use a finger to activate and use a device like a built in touchscreen while driving to control basic functions.
