No Charges After Man Drags Dogs Behind Car

A man accused of dragging his two dogs behind his car wasn't charged. 

Paws, Claws, and Hooves Veterinary Center, where the dogs were being cared for, called West Richland Police in hopes of opening an animal neglect case.

The owner, an elderly homeless man, brought the dogs in. He claimed they had been dragged behind a vehicle. The wounds, however, were estimated to be over a week old. The dogs were badly injured, with one dog having a considerable amount of its face "skinned off."

Officer Marissa Rodriguez works for the West Richland Police Department Animal Control and Code Enforcement Division. She says she did a lot of work on the case before turning it in, saying, "I gave them a perfect case. All they had to do was charge."

It's not clear why no charges have been filed against the man, who was able to regain custody of the black and white Boston terrier. Once the pup had been medically cleared, it couldn't stay at Paws, Claws, and Hooves any longer.

The white Boston terrier is still receiving treatment.
