Bullet Attachment Makes Guns Less Lethal — Should Police Use Them? [VIDEO]

Someone has invented a "plug" that shoots with the first bullet fired. It hits someone like a hammer but is not lethal. A second shot from the same gun would be normal, therefore lethal. If police used them, the first shot would only injure, but the second shot, if necessary, would kill. The inventors are saying it's perfect for law enforcement. Do you think so?

My understanding is police don't shoot to punish people. If they did, this would be a great device. Police shoot to protect themselves when they feel threatened. Since that is the case, they only use their weapon to kill and they are trained to kill with the first shot. I think the inventors do not understand why police carry guns. Agree or disagree.
