An Idaho man allegedly drove 175 miles with Skittles and condoms for what he thought was a rendezvous tryst with a 13-year old Kennewick girl. The "girl" was an undercover police officer.

He was arrested and indicted when the police met him at their online predetermined location in September. He told detectives meeting the 13-year old girl for sex was the sole reason he traveled the distance from Idaho to the Tri-Cities.

Kenneth W. Allison, 36, did not realize his email and text messages where actually being exchanged with an undercover police officer when correspondence began through email August 25th. The emails then turned to text messages. Richland police Detective Jeff Bickford was working an operation in northern Idaho targeting people who had made online contact with fictitious minors for sex. Bickford also is a Homeland Security Investigations task force officer.

According to court documents, he was initially charged in Benton County Superior Court with attempted second-degree rape of a child. His trial in that case is scheduled for February 20, 2018

He posted bond after his bail was reduced plus he signed a waiver of extradition so he could return to his Idaho home.

Then earlier this week, a federal grand jury returned an indictment for travel with intent to engage in illicit sexual conduct and attempted enticement of a minor.

Allison faces 30 years in federal prison if convicted of the charge involving travel for sex. That trial is expected to begin January 22, 2018 at the Federal Court House in Richland.

It is not clear if the Benton County case will be dismissed or move forward following the federal indictment.

Allison is currently in the custody of the U.S. Marshals Service in the Spokane County jail. A detention hearing is set for Monday.
