Historically, TV shows are primarily shot in studios in Hollywood with exterior shots being on-location. It's Always Sunny in Philadelphia is like this. Believe it or not, the exterior of Paddy's Pub is actually in Los Angeles.

Several films and television shows have been set in Washington over the years. Some famous examples include the Twilight and Fifty Shades of Grey franchises. Then you have cases like First Blood, which is set in Washington state but filmed in Canada. Washington has served has as a filming location for films not set in the state, too.
